From 1976-1984, Ohio moved from a foundation plan in distributing state aid, to a power equalizing approach, and back to a modified foundation plan. This paper analyzes equity effects of these changes. Results show equity improvements from 1976-1980 and then greater inequity from 1980-1984. However, the Ohio experience does not prove that power equalizing plans are unfeasible. 21 references. (MLH)
