What Experiments Are Needed for Manpower Policy?
Bjorklund, Anders
Journal of Human Resources, v23 n2 p267-77 Spr 1988

This paper shows that such design can yield misleading and incomplete information. It proposes alternate designs that permit estimation of marginal as well as average program effects. (Author/JOW)
