Politics of Local Reform: Responses to Federal Redistributive School Policy.
Wong, Kenneth K.
Issues in Education, v4 n3 p236-58 Win 1986
Examines three approaches to compensatory educational reform (clientele participation, bureaucratic influence, and fiscal expectation) and applies them to redistributive school policy in Milwaukee, Wisconsin, and Baltimore, Maryland. Each model stresses a particular policymaking dimension and has varying utility, depending on the community. Local policy analysis merits the application of all three models. Includes 34 references.
