Examines two 1986 reports by the Rand Corporation and United States Commission on Civil Rights on economic progress of black Americans. Both concluded black males had made dramatic gains in closing the income gap, and that this progress was not due to federal policies. Challenges some conclusions of the reports and discusses problems of using social data in policymakaing. (ABL)
