The Consent Decree is a policy with the goal of eliminating segregation and inequalities in higher education in Louisiana. To the detriment of Black institutions, the policy has not been fully implemented because of problems with course assessment, funding, and lack of serious commitment to dismantling previous discriminatory practices.
