Implementation of a first year pilot program for limited English proficient and non-English proficient handicapped students utilizing a multidisciplinary model based on legal, pedagogical, sociolinguistic, and ethnographic principles is described. Results indicated that the model, which uses qualitative techniques, was endorsed by special education teachers. (DB)
