Maintains that human capital theorists' claims of large economic returns on educational investments are ill-founded. Investigates under what conditions education boosts economic growth using data on early (1880 to 1940) productivity growth in Mexico. Concludes that educational quality had significant effects on manufacturing output, but that school expansion (quantity) had inconsistent effects. (JDH)
