Examines the problem of attracting an adequate supply of high-caliber individuals to the teaching profession. Proposes student aid as an incentive to talented students and investigates prior uses of financial aid as a recruitment device. Recommends the establishment of "Teacher Corps Fellowships" that would use both service-payback and sponsored-employment programs. (DR)
