Argues that proposals for educational improvement generally fail to address: (1) the prominent role of social relations between educators and students; and (2) the extent to which students are disengaged from the learning process. Declares that the implicit "bargain" struck between students and teachers makes for a more comfortable relationship but hinders knowledge acquisition. (RDN)
