Refusal of the Civil Rights Division to Follow Court-Ordered Standards for Higher Education Segregation.

According to the Washington Council of Lawyers, the Civil Rights Division has taken the position that segregation in state higher education systems is tolerable, so long as certain steps are taken to equalize the quality of schools. While upgrading quality is certainly important, the problem is that "equalization" combined with open admissions often perpetuates and reinforces existing segregation. (Author/GC)
