Presents a two-stage methodology for isolating relative contributions of various variables to school district revenue equality within any state. Uses data from 19 states for 1969-70 and 1976-77 to determine that changes in amounts of state revenue appear more equalizing than changes in property wealth or enrollment. (PGD)
