The major structural barriers to increasing Hispanic educational access and an analysis of the policy implications of these barriers are articulated. Bilingual teacher training, dropout prevention, maintenance of categorical programs, high school to college transition, and the honoring of federal Hispanic initiatives strategies are recommended to address these problems.
