A Historical Reassessment of Wildavsky's "Two Presidencies" Thesis.

Evaluates Wildavsky's thesis which argues that U.S. presidents have been more successful in foreign than domestic policies only since World War II. Data from 1861 to 1970 are examined. Contrary to Wildavsky, presidents are found to be more successful in foreign than domestic policy through the whole period. (Author/AM)
