Functional Literacy: Fond Illusions and False Economies.
Levine, Kenneth
Harvard Educational Review, v52 n3 p249-66 Aug 1982

From this critique of the economic approach to literacy emerges a new approach: locating literacy in its social context and relating it to information needs and access. (SK)
