Survey data on 372 teachers in seven "racially isolated" (predominantly Black or Hispanic) schools in a large urban district indicates that the district's pecuniary incentives failed to attract and maintain a stable teaching staff. Previous research is reviewed and alternative designs for both pecuniary and nonpecuniary incentives are recommended. (RW)
