Analysis of recent presidential, congressional, and gubernatorial elections has given rise to the conclusions that traditional party loyalties are waning, while an imcumbent remains extremely difficult to unseat. The analysis of lower level elections in New York City indicates that, although incumbents run strong, party partisanship remains very strong. (Author/RLV)
