In 1977-78, the Urban Education Studies of the Council of Great City Schools collected information from city school systems on their most successful attempts to improve student achievement in basic skills, career education, multicultural education, and other aspects of curriculum and instruction. One of the findings was that federal intervention had triggered many successful innovations. (Author/MC)
