Considers why in-service teacher education has been receiving increasing attention in terms of educational priorities, why it has not been succeeding, and how it can become effective. A set of guidelines gathered from five studies, which surveyed and analyzed a wide variety of in-service practices and programs from the national to local school district levels, suggest significant ways by which in-service teacher education can be improved.
