Diffusion of curricular innovation proceeds most rapidly among heavily populated countries that invest substantially in public education. Diffusion proceeds less quickly in countries having educational goals different from those of the model materials, having barriers to information exchange or underdeveloped publishing technology, and where entrepreneurs and government officials dominate educational programs.
