Concludes that doing demonstrations and innovations is "good" so long as we are willing to pursue "goods" other than gains in student cognitive and affective behavioral outcomes. The situation for public education is unsatisfactory because the effort has not been clearly productive. A viable new beginning requires the alteration of fundamental premises and methods.
