For the first time in Illinois, the state supreme court has addressed the question of the legal limitations on the power of public bodies to bargain with their employee unions. These decisions held unenforceable specific agreements contained in collective bargaining contracts because their terms infringed on the public body's statutory responsibilities. (Author/LBH)
