This article examines the language of Title VII and its legislative history and also analyzes the rationale used in past cases in deciding whether preliminary relief is available. A rationale is offered for providing preliminary injunctive relief to Title VII plaintiffs in order to preserve the status quo pending EEOC's final disposition of their charges. (Author/LBH)
