Discusses several discriminatory practices which have emerged from efforts to integrate the schools, including the discharge of Negro teachers and administrators in newly desegregated school systems, the re-assignment of experienced Negro personnel to low positions following desegregation and unfair school disciplinary policies, and advocates the establishment of a new system of educational governance.
