The matching grant aspect of the new Federal appropriation legislation for public broadcasting is a further affirmation of the importance of station volunteer groups. Although these groups are helpful, necessary, and a true embodiment of the meaning of "public" broadcasting, tension occurs between them and station management. Some of the reasons for this tension are examined here. (Author)
