Whether and how campuses will reopen in fall 2020 has emerged as "the" key story in higher education during the COVID-19 pandemic. This essay is an effort to reflect on how reopeners can and should conduct risk management, which individuals need to be involved in the decision-making, and what personnel within the institution will oversee compliance on a go-forward basis. Eight steps for reopeners to consider are discussed.
