Condenses two surveys conducted on known community college aviation programs to establish meaningful guidelines for program development or improvement. Data indicate that effective programs have similar basic characteristics although methods of operation vary. Poor programs are not uncommon and the two major problem areas are weak leadership, misunderstandings and misinformation. (BR)
