Research increasingly points to the importance of developing integrated efforts to address crossover youth's educational outcomes (Herz et al., 2012; Leone & Weinberg, 2012); however, there is a gap between research and practice, particularly because coordinating interdisciplinary work is challenging among public child-serving agencies (Chuang & Wells, 2010; Ross, 2009). Such human service organizations (i.e., education, child welfare, and juvenile justice) already operate at maximum capacity to meet demands and may not have sufficient time to undertake sustained systemic and collaborative work (Darlington & Feeney, 2008). In addition, while improving educational outcomes among crossover youth continues to be a goal across agencies, systems may have competing priorities (Leone & Weinberg, 2012). As a result, challenges to multisystem collaboration include structural barriers, ineffective communication and data-sharing, and inadequate resources. Part two of this two-part series describes barriers to collaborating between service systems, and offers both research and practice recommendations to bridge the gap.
