This testimony, before a public hearing of the New York City Commission on Human Rights in May 1974, is stated to discuss the failure of the City of New York under the New York Plan to end job discrimination despite the explicitness of the law in this area: the first law in New York State prohibiting discrimination came either in the late twenties or early thirties.
