This testimony, before a public hearing of the New York City Commission on Human Rights, concludes that, although education is important, it clearly is not a panacea for the problems of blacks, it is stated: statistical analyses are interpreted as suggesting that a high school education is more necessary among blacks, than among whites, to escape poverty--but it is not a sufficient condition.
