From the perspective of a teacher organization negotiator, many questions arise when Chapter 766 of the Massachusetts Comprehensive Special Education Law and the regulations pertaining to it are considered in relation to the state's new collective bargaining agreements. Considerable controversy is expected concerning the procedures by which children will be evaluated by a team of teachers and other professionals. (BJG)
