Chapter 766 of the Massachusetts Special Education Law is portrayed as bringing with it one of the most dramatic changes the educational system has known--a change that will not occur without strains and tensions. It is conceded that the new programs will cost money and present administrative problems, but argued that these expenditures and the resolution of the problems will be justified by the benefits to children.
