A Tech Blame Game

The author suggests that inevitably, technology will cause harm, and she questions whom to hold responsible. The person who created the program or machine? The operator? The manufacturer? The marketer? The politician who passed legislation making it available? When bad things happen, people tend to look for a particular individual to blame, preserving the idea that bad things happen because of rogue or reckless agents. Sometimes--as when hackers create programs to steal data--it is clear who is responsible. But other times, bad things are the result of group decisions or circumstances that occur over time. Looking for one person to blame may obfuscate serious issues and unfairly scapegoat that person. Advanced technology is complex and collaborative in nature. In many cases, the right way to think about the harms it can cause may be to appeal to collective responsibility. Critics worry that directing blame at groups will cause individuals to feel that their personal choices do not matter much and they are mere cogs in a much larger machine. Or they may view the trajectory of technological development as inevitable, regardless of its harm, and think, "Why not? If I don't, someone else will." Far from being excused for our participation in the production of harmful technologies that seem unavoidable, we may have an obligation to fight their coming to be. Ultimately, evaluations of responsibility must consider such factors as: collective action; individuals' relative power and knowledge; and whether efforts were made to alter or stop the wrongs that were caused.
