Theories which hold blacks to be culturally "disadvantaged" or "deficient" lead to erroneous conceptions and harmful educational practices, for they fail to recognize the essentially unique cultural patterns of the black community that make its members distinctively different. If a label is needed, culturally Afro-American is perhaps the best characterization. (EH)
