The education typically provided for the handicapped is described, together with the criticisms present practices have provoked. A preliminary assessment is made of the effects law reform has made on special education through three case studies where courts or legislatures have mandated substantive or procedural changes. Procedural due process is offered, and appraised, as one particular legal framework for making correct decisions with respect to the identification and treatment of handicapped children. (EH)
