The purpose of this study is that to evaluate nine educational management plans between the years 1963-2013 and one plan in the process of implementation educational management. Document analysis technique from the qualitative research methods was used in this research. Data was analyzed as three stages: description, analysis and interpretation. Development plans in order to evaluate education dimension from the context of educational administration; educational administration's place in the development plans have been reported in detail. According to findings; failure in assessing managers' performance in development plans has negative impact on educational system in Turkey, difficulties in training educational administrator, necessity to make remedial arrangements on educational administration, necessity to increase supply on educational administration in higher education was emphasized.
