The Functions of Conflict: School Desegregation in 91 Cities

The authors study the impact of conflict and school desegregation in 91 northern cities. The findings indicate that cities with militant black population and school boards with a high level of internal conflict are more likely to have desegregation. However, civil rights demonstrations and grass roots anti-integration activity by whites seem to be ineffective. (DE)
