Assessment and evaluation have multiple purposes. First they support continuous improvement, and second, they generate evidence to determine whether the system is working. With data collected in formative and summative evaluations, leaders of professional learning systems have evidence to make improvements, support effective professional learning, implementation, and evaluation to improve educator effectiveness and student success. This article describes two tools: the Guide to Evaluation and the Professional Learning Organizing Checklist--both taken from the "Comprehensive Professional Learning System: A Workbook for States and Districts" (Killion, 2013). The workbook is designed to be used by leaders in education agencies, including state departments or ministries of education, local school systems, and other governing agencie,s or organizations that provide professional learning.
