Analyzes critically the two major perspectives on high school student politics, attempting to explicate and clarify both the empirical and normative implications of: (1) schools being considered not only hierarchical structures that process children but also basically bureaucracies and hence non-political institutions; and (2) high schools being viewed as a political system or arena where students are actual or potential political actors.
