The Preschool-Wide Evaluation Tool (PreSET; Steed & Pomerleau, 2012) is published by Paul H. Brookes Publishing Company in Baltimore, MD. The PreSET purports to measure universal and program-wide features of early childhood programs' implementation fidelity of program-wide positive behavior intervention and support (PW-PBIS) and is, therefore, intended for use in early childhood programs implementing PBIS. The PreSET builds upon the framework provided by the School-Wide Evaluation Tool (SET; Sugai, Lewis-Palmer, Todd, & Horner, 2001) to evaluate implementation of School-Wide Positive Behavior Interventions and Supports (SWPBIS) in educational environments. SWPBIS is a framework for preventing problem behavior that incorporates the use of a continuum of research-based interventions and data-based decision making to evaluate student outcomes and implementation fidelity (Sugai & Horner, 2002). The most significant weakness of the PreSET is the limited published technical adequacy research. As more research emerges documenting adequacy, the tool can be used with increasing confidence. The manual assumes PreSET users will have background in early childhood classroom organization, developmentally appropriate practice, proactive behavior management procedures, assessment of young children, and program evaluation. There may be a limited number of professionals who have sufficient background to administer and score the PreSET without additional training in one or more of the recommended areas.
