School Choice Outcomes in Post-Katrina New Orleans

Today, over 80% of public school students in New Orleans attend charter schools, and just 37% of students attend school in their neighborhood (Louisiana Department of Education, 2011; Scott S. Cowen Institute for Public Education Initiatives, 2011). This study examines school choice participation and outcomes in New Orleans by analyzing the extent to which the city's unique choice model has increased traditionally underserved populations' enrollment in higher quality schools. We find that, despite having fewer quality school options in their neighborhoods, low-income students attend schools closer to home than their peers. (Contains 4 tables and 1 note.)
