Persistence Rates in Texas Colleges: Comparing College Access and Texas B-on-Time Loans

Student persistence in college education is a concern of policy makers and higher education administrators (College Board, 2010). Funding such as private student loans can contribute to financing a student's college degree. Many students are unable to attend college without borrowing private student loans. The purpose of this quantitative ex post facto study was to compare the College Access Loan Program to the Texas B-On-Time (BOT) Loan Program on borrowers' rates of persistence for postsecondary education in Texas. Chi-square statistical tests were conducted to analyze the persistence rate of the College Access Loan and Texas BOT borrowers. The sample consisted of first-time freshmen borrowers of College Access Loan and Texas BOT Loan student records from 66 participating 4-year colleges in Texas. The data were retrieved from the Texas Higher Education Board's financial aid database. The current study results indicated that a difference existed between College Access Loan male borrowers' and Texas BOT Loan male borrowers' persistence rates in general. No significant difference existed between the College Access Loan and Texas BOT Loan female borrowers or male borrowers at public Texas colleges. Results of the current study can provide lawmakers and school policy administrators with the knowledge to make better decisions for maintaining funding for these private student loan programs.
