Perceptions of Kentucky High School Principals and Superintendents on the Role of the Superintendent Influencing Principal Instructional Leadership

This exploratory study surveyed the promotion of instructional leadership of high school principals by superintendents, as perceived by self and the principals they supervise. The two-phased study included an initial questionnaire administered to both study groups and comparisons of responses analyzed. All superintendents (N = 173), except the researcher who is a Kentucky superintendent, and high school principals (N = 224) in the state were surveyed with a researcher-developed, literature based questionnaire. A second qualitative survey was administered to superintendents in districts where at least one high school was experiencing continuous academic success as gauged by performance on the annual state assessments from 2007 through 2010. Factors such as district size, tenure in position, and gender were considered for potential influences in responses. Analyses provided information valuable to the continued improvement of superintendent preparation, revision of certification requirements, and policy development. Results also provide information valuable to determining needs for more specific study in the area of superintendent influence on principal instructional leadership.
