To Scale or Not to Scale: A Return on Investment Model for Evaluating Developmental Education Strategy

As more and more students look to community colleges for their pursuit of higher education, the number of academically unprepared entrants continues to increase disproportionately. With over 41 percent of all entering community college students requiring some form of remediation (Bettinger & Long, 2009) and traditional methods of instruction not producing desired results, many community colleges have piloted alternative approaches to this challenge. However, due to limited resources, community college leaders are faced with balancing the costs of these approaches with the achieved results. The purpose of this study is to examine the characteristics of effective, alternative methods to community college developmental education, the perceived improvements in student retention and persistence, and the cost benefits of those methods. The research methodology for this study consists of a systematic review of relevant literature combined with supplemental content from experts in the related subject areas. Based on this work, a recommendation for a micro-based return on investment model to inform organizational decision-making for institutional stakeholders is proposed.
