Funding Ohio Community Colleges: An Analysis of the Performance Funding Model

This study examined Ohio's community college performance funding model that is based on seven student success metrics. A percentage of the regular state subsidy is withheld from institutions; funding is earned back based on the three-year average of success points achieved in comparison to other community colleges in the state. Analysis of variance was used to make comparisons between institutions based on institutional size, institutional location, and student demographics. There were no significant differences found in the amount of performance funding earned for institutions based on location or sex of the student population. Size of the institution, percentage of full-time students, age of the student population, and ethnicity of the student population were found to significantly influence the amount of performance funding earned. In general, the performance metrics utilized by Ohio do measure institutional progress toward increasing the educational level of the workforce and meeting state goals. The distribution of funding is influenced by institutional size and student demographics. Since institutions are compared against state totals, it is possible for an institution to achieve a greater number of success points yet earn a lower percentage of total state points and thus receive less funding.
