Gifted Education in Illinois Politics and Leadership in Education

This study demonstrates that the current status of gifted education in Illinois varies greatly among school districts since the initial elimination of state mandates and accompanying funding. Systemic programs serving all grade levels within a district are extremely rare and are dependent on recommendations from school administrators and decisions of local boards of education. Reasons for maintaining, enhancing, declining or eliminating programs determined within this study include financial implications, state mandates, community support, programming components, state and federal policies, politics, initiatives, and law. Accountability, program implementation and ongoing professional development for school leaders are areas of educational practice cited by the author to impact education for gifted and talented students in Illinois. Response to Intervention seems to holds promise for enhancing gifted education although school leaders are divided on this impact and purpose of this federal initiative. Therefore future research in the impact of RtI upon gifted education is proposed. Data collection and subsequent accountability efforts regarding the impact of RtI on students with gifts and talents is seen as a necessary component to this future research. Closely associated with this accountability is the awareness and education of teachers, principals, superintendents and boards of education on the opportunities for all students, including the gifted, in the Response to Intervention framework.
