Evaluation of a Response to Intervention Model on Students Facing Mandatory Retention Laws in Arizona

In the Southwest, politicians, legislature, and voters have devised and instituted a plan originally known as House Bill 2732, voted into law A.R.S.15-701§ A (2) & (3), which declares that all third grade students, beginning in the 2013-2014 school year, must receive a score that demonstrates their competency as approaching or above their grade level, in reading on a state standardized test, to be promoted to the next grade level. This has created alarm within the Southwest's urban, low socioeconomic schools. Although schools have made many efforts to bring the underperforming students to grade level, there is still a significant deficit in students' abilities to read and comprehend text adequately for their grade level. This study will show how a school in a low socioeconomic, urban area of Phoenix is facing the challenge of addressing the needs of underperforming students in first grade by instituting a Response to Intervention (RTI) program. The RTI program follows research-based curriculum, consistently monitors progress, and provides small group intervention daily. A matched-pairs t-test will determine the data based on the mean scores of students' fluency and accuracy in August 2011 and again in January 2012.
