An Analysis of State-Level Teacher Retention Policies

This report provides a summary of the findings of an analysis of state policies which address the retention of quality teachers in rural areas. The intent of this work was to provide educational leaders and policymakers with knowledge of the foundational standards which have been associated with teacher retention. The report then offers policy recommendations based on the findings of the analysis. The project team began by examining the literature regarding teachers' reasons to stay or leave a school, district, or the profession. A review of the literature resulted in the identification of three standards. The team utilized these standards to determine if current policies contain best-practice protocol to retain rural teachers. An expert panel reviewed these standards, which included specific indicators. The team developed a rubric for each standard. This allowed the team to determine the degree to which state policies met the standards. This report provides an analysis of the degree to which states met the standards. Findings from the analysis revealed little continuity between states in terms of adopted policies. The team also did not find many states that adopted policies specific to rural teacher retention. In some cases, states had no policies that supported rural teacher retention. The team provided recommendations to assist educational leaders and policymakers who address issues regarding the retention of rural teachers.
