In 1918, an eminent national committee listed the seven cardinal principles of secondary education. Among these, the objectives of "health, worthy use of leisure time," and the development of "ethical character" have especially served as guides in the development of school programs of health, physical education, and recreation. This study shows the legal and administrative provisions for the development of such programs. The information presented has been divided into six major sections. Each section deals with the legislation and rules and regulations that have been passed since 1940. Following a Foreword and Introduction, the sections are as follows: (1) State supervision; (2) Physical education; (3) Recreation; (4) Safety education; (5) Health education; and (6) Health services.
