The interpretation presented in this bulletin is based on the author's visit to Australia and New Zealand in the year 1920. In this visit, he had the advantage of trying to understand material conditions and of conferences with the citizens of the Commonwealth and of the Dominion. Every opportunity was given for studying these conditions of the higher education and of its fundamental forms and forces in the life of the South Lands.
