Given the importance of good teaching and leadership for school success, turnaround schools should think carefully about how to structure professional environments that reward and motivate excellence. A system of "Pay-for-Contribution" that includes tools such as hard-to-staff and skill shortage pay, performance pay, and/or retention pay, will help attract and retain the type of human capital needed for successful turnarounds. Turnaround schools and clusters provide a perfect setting to implement innovative, non-traditional approaches to teacher and principal compensation. The flexible operating conditions of turnaround schools will allow such pay-for contribution methods to be incubated and, if successful, implemented more widely in other schools and systems.
